FEELERS from government's post-amnesty programme for the Niger Delta region tend to suggest that the exercise might have been caught in the web of bureaucratic lethargy. After the initial partial success recorded in the submission of arms by former militants, government now appears to be bogged down by the usual processes of paper work, and is yet to layout the other phases of the exercise.
