  Amnesty by rule of law okay, not lip service -300609
PRESIDENT Umaru Musa Yar'Adua on Thursday, June, 25, 2009, proclaimed amnesty for all militants in the Niger Delta region, if they would agree to surrender their arms and ammunition to constituted authorities. But some of the militants, reports say, are rejecting this offer alleging that the government may not be sincere about it.

IN this respect, the Appeals Chamber has opined that "the accumulation of a large number of material facts not pled in the indictment reduces the clarity and relevance of that indictment, which may have an impact on the ability of the accused to know the case he or she has to meet for purposes of preparing an adequate defence".
