THE road to progress always begins in asking the right questions.
And so the African Union is to be commended for selecting as the theme of this Africa Day event and the First African Dialogue Forum the question: "Africa's Development: Whose Responsibility?" This is the most fundamental question that needs to be asked if Africa is to begin on the path to real development.
