A bill for a law to amend the Environmental Sanitation Law Cap E4 of the Kwara State and for related matters has been passed into law by the State House of Assembly.

This followed the adoption at the State House of Assembly Ilorin of the Report of the House Committee on Energy, Works and Transport presented by its Chairman and Member representing Omupo Constituency Hon. Mashood Bakare to the House.

The amended law seeks to regulate indiscriminate digging or erection of bumps on roads in the State.

Under the newly amended Environmental Sanitation Law, anybody wanting to erect speed breaker would seek permission from the concern authority as well as give legal backing to erection of regulated speed breakers on roads in the State.

It also spelt out sanctions for violators as well as acceptable distance within which to erect speed breaker on the road.

Meanwhile, Kwara state chapter of the People’s Democratic Party (PDP) has identified alleged presence of moles within its fold as the strongest reason for its electoral defeat to the All Progressives Congress (APC) in the last general elections in the state.

Speaking on the development in a chat with The Guardian in Ilorin, the PDP chairman in Kwara, Chief Iyiola Oyedepo believed that “many APC members in PDP attires” subtly managed the affairs of “our party in the state” before and during the polls.

The Chairman of the Committee while presenting the report had said that all the Stakeholders invited agreed to the desirability of the amended law as well as recalled a motion by the House titled “Indiscriminate Construction of Bumps and Speed Breakers on Roads in Kwara State,” which gives effect to the amendment.

The Deputy Speaker Prof. Mohammed Gana Yisa who presided over the sitting then directed the Clerk to the House Mr. Ayotunde Oyeniyi to prepare a clean copy for the Governor’s assent.

The House also considered the report on alteration of the Master Plan of Ultra Modern Market Adewole Ilorin raised by a Member representing Ilorin Central Constituency Hajia Segilola Abdul Kadir and urged the State Ministry of Commerce and Co-operatives to continue to monitor the activities of the Developer in the market to ensure total compliance with the Master Plan including the fence of the market and road setback.

According to Oyedepo, “we realised rather too late the presence of many APC members sent to us by the party to destabilise the PDP in Kwara. These people thwarted all our efforts at succeeding. We have learnt our lessons from these elements.”
But in a swift reaction to the development, Publicity Secretary of the APC in Kwara, Alhaji Sulyman Buhari described it as an evidence that the PDP was yet to recover from its post-election trauma.

Buhari said, “for a party in Kwara State that contested for 35 political offices including the Presidency ‎in the last general election and lost out on all without any substantial votes and supports from Kwarans in an apparent display of unpopularity and un acceptability, the PDP should be undergoing post-mortem rather than giving flimsy excuses.
